Head of Emergency Response
Nashville, TN
OPERATIONS, Safety
In office
Full-time
The Boring Company was founded to solve the problem of soul-destroying traffic by creating an underground network of tunnels. Today, we are creating the technology to increase tunneling speed and decrease costs by a factor of 10 or more with the ultimate goal of making Hyperloop adoption viable and enabling rapid transit across densely populated regions.
We are hiring a Head of Emergency Response to lead the design, implementation, and ongoing operation of the Music City Loop Emergency Response Team (ERT). The ERT delivers rapid initial multi-hazard response (medical, technical rescue, evacuation support, fire/life safety, and incident command) inside the tunnels while maintaining full compliance with applicable OSHA and NFPA industrial fire brigade standards. This role establishes a lean, highly effective, technology-enabled capability that fulfills the operator's exclusive initial emergency response authority under Tennessee law.
Key Responsibilities
- Own and maintain the ERT Charter, Emergency Response Plan (ERP), and all supporting SOPs, integrating with existing company procedures and systems.
- Design and implement a competency-based training program that meets OSHA 1910.156, NFPA 1081, and TFACA requirements for fire/life safety functions, plus specialized modules for tunnel operations, EV hazards, ventilation control, confined space, and technical rescue.
- Specify, procure, and manage the ERT vehicle fleet and all equipment; oversee pre-positioning, inspection, and maintenance programs.
- Build and lead a world-class Emergency Response Team.
- Develop and execute a comprehensive drill and exercise program (tabletop through full-scale, including joint exercises).
- Manage program budget, records, audits, continuous improvement, and post-incident reviews.
- Integrate ERT operations with the 24/7 Operations Control Center (OCC) for monitoring, dispatch, and system activation.
- Advise on tunnel system design and future expansions from an emergency response perspective.
Required Qualifications
- 8–12+ years of progressive experience leading industrial, facility, or transit emergency response programs (tunnel, underground infrastructure, or high-hazard industrial environments strongly preferred).
- Deep working knowledge of OSHA 1910.156, NFPA 600/1081/130, ICS/NIMS, and emergency vehicle/equipment programs.
- Certifications preferred: Fire Officer I or higher, EMT-B or Paramedic (or ability to obtain), confined space rescue technician, or equivalent. TFACA or Pro Board/IFSAC credentials are a plus.
- Proven ability to build programs from scratch — policy development, training curricula, equipment procurement, team formation, and regulatory engagement.
- Strong leadership, communication, and stakeholder management skills.
- Comfortable operating in tunnel/confined space environments and performing or overseeing hands-on response duties.
- Bachelor's degree in safety, fire protection, emergency management, or related field (Master’s preferred).
